Order in The “Zheng He” Case (Luxembourg v. Mexico)

By Order of 3 February 2025, President Tomas Heidar extends the time limit for the submission of the Memorial of Luxembourg to 24 March 2025 and the time limit for the submission of the Counter-Memorial of Mexico to 3 November 2025.

Visit by the Vice-Minister of Foreign Affairs of the People’s Republic of China to the Tribunal

Judge Tomas Heidar, President of the International Tribunal for the Law of the Sea, received the Vice-Minister of Foreign Affairs of the People’s Republic of China, Ms Hua Chunying, at the Tribunal today.

Mr Antoine Ollivier Re-elected Deputy Registrar of the Tribunal

Today, Mr Antoine Ollivier was re-elected Deputy Registrar by the judges of the International Tribunal for the Law of the Sea.

Open Doors Event on 30 April 2025

The Tribunal will once again be participating in the City of Hamburg’s “Long Night of the Consulates” on Wednesday, 30 April 2025, opening its doors to the general public from 5:30 p.m. to 9 p.m.

ITLOS regional workshop opens in Hanoi

President Heidar reports to the Meeting of States Parties to the Convention

Judge Tomas Heidar, President of the International Tribunal for the Law of the Sea, today addressed the thirty-fifth Meeting of States Parties to the United Nations Convention on the Law of the Sea presenting the Tribunal’s annual report for 2024 and informing delegates of the ongoing judicial work of the Tribunal.

ITLOS Workshop for Legal Advisers (sponsored by the Republic of Korea)

The fourth ITLOS Workshop for Legal Advisers (sponsored by the Republic of Korea) was opened on 7 September 2025 by the President of the Tribunal, Judge Tomas Heidar, who welcomed participants from Algeria, Benin, Burkina Faso, Burundi, Cabo Verde, Chad, Côte d’Ivoire, Egypt, Eritrea, Ethiopia, Ghana, Guinea-Bissau, Guinea, Liberia, Mali, Mauritania, Niger, Nigeria, Rwanda, Sao Tome and Principe, Senegal, Sierra Leone, Somalia, South Sudan, Sudan, Togo, Tunisia and Uganda.

Chair of the Commission on the Limits of the Continental Shelf visits the Tribunal

President Tomas Heidar welcomed Mr Aldino Manuel dos Santos de Campos, Chair of the Commission on the Limits of the Continental Shelf, to the Tribunal today.

Guidelines concerning the Preparation and Presentation of Cases

The Tribunal amends its Guidelines concerning the Preparation and Presentation of Cases

ITLOS delegation visits the ICJ in The Hague for an exchange of views

President Heidar led a delegation of ITLOS Judges visiting the International Court of Justice in The Hague today, engaging in discussions and exchange of views on matters of interest to both the Tribunal and the Court.

The M/T “Heroic Idun” (No. 2) Case (Marshall Islands/Equatorial Guinea)

The public hearing concluded on 13 October 2025. The Special Chamber will now deliberate on the case.

At the close of the oral proceedings, the Parties presented their final submissions as follows:

President Heidar meets Mr Takeshi Iwaya, Minister of Foreign Affairs of Japan

On 20 October 2025, President Heidar paid a courtesy call to Mr Takeshi Iwaya, Minister of Foreign Affairs of Japan. Judge Hidehisa Horinouchi was also present during the courtesy call.

The President, taking into account the agreement of the Parties, extends the time limit for the filing of the Counter-Memorial of Mexico to 15 December 2025.
